Apologies as I am a part time Moodle administrator who was assigned this role so mySQL is not a regular task for me:
1) Would it be nuts to increase max_input_vars to 109,000 to get this restore/course import to work?

Ken, We're having an almost duplicate error (screenshot included) for 1 set of courses (a 2023 course and a 2021 course -- the 2023 course had previously been imported from the 2021 version so it's connected). This has occured (so far) for just one course after upgrading from Moodle 4.1.5 to 4.5.6.
