Hello,
I have checked the database as You have suggested. To my surprise I did find big files of personal backups (though I am trying to raise awareness among teachers not to do so).
This is what is bothering me since I have become moodle administrator (on version 2.1). Administrator can not see personal backups unless he is logged in as certain teacher. Yesterday I have found a backup of a user, not active user, not in a single course. But mdl_files showed 2G backup of certain course. Only way to get rid of this unnecessary backup was to enroll that user to one of the courses he has been before, log in as that user, see his "User private backup area" and do the deletion. Then log out, log in as administrator and unenroll that user from course.
I think the site admin should see all course backups.
