Odd. Might have something to do with your role (don't know that for sure) ... so contact your admin user. Might also have to do with backup preferences/restrictions site wide ... which you as a manager would not be able to change.
Uhhh ... suggest not trying to find out the 'how many' limits as that would cause some headaches!
"I have to duplicate quite some courses" that's also something to talk to admin user about ... there is a command line way to do same as well.
Cumbersome ... well, if they pay you by the hour?
