the recycle bin is a feature that can be turned off in the admin settings. Sometimes, I have seen cases where that stopped a course copy or restore from happening. Chances are that if the course copy does not work, the restore will also fail. Is it just with one course or does the same thing work for every course? Also, you should turn debugging on in the admin settings to full developer mode with the show on screen selected and then run the copy again and see if you get any error messages. Post those here.
