course reuse > copy course issue

We just upgraded to Moodle 4.2.6+ (Build: 20240215)

I found out that the feature course reuse > copy course causes the following issue:

I am trying to copy a course using the course reuse feature by selecting copy course.
I can work through the wizard and make all entries, also able to confirm and start the copy process.

Moodle finishes the copy process offering me a copy success message:




I can then immediately click on the new course link and the course opens including all copied content:


About 1-2 minutes after this the course disappears and moodle shows the following message:



The Restore area of the source course shows a very tiny backup file, even when there were multiple MB included:


A manual backup and restore works like a charm and the restored course stays in the system and does not get deleted.

The backup file created by the manual backup process is bigger, than the one created by the copy course process (In this case it is an almost empty course, but I had the issue with a 70MB course to):



I think I need to revert my statement that the manual backup works like a charm:
I found out that the backup only works if I include enrolled users in the backup.
As soon, as I deselect the include users checkbox, moodle does not create any backup file.

Maybe this is connected to the copy course issue since I selected to only copy teachers and managers, but no students.
