Brian, did you ever resolve this issue? We're experiencing the same problem.
The "Download" link throws the error: "Sorry, but you do not currently have permissions to do that (Change site configuration)"
The "Restore" link gives error you describe: "error/invalidrestorefile"
We have discovered, however, that if the Teacher uses the "Manage backup files" button for the Automated backup area, they are able to download the automated backup archive file.
