hi there,
you will need to increase the:
upload_max_filesize = 150M
and
post_max_size = 150M
Follow instructions here: http://docs.moodle.org/22/en/File_upload_size
DONT FORGET TO RESTART PHP AND APACHE or IIS>..
and dont forget to go into your moodle install and search the admin for "upload" and once you set that upload linit to 150 also, you should be able to upload away....
