When the backup is completed, Moodle takes you to another screen where you can restore the backup that you just created. At a point, Moodle asks for the course name. I use a slightly modified course name to distinguish it from others easily.
When the backup is complete, you also have the option to download the course. Sometimes, I do this when I am going to experiment with a course in a different Moodle, such as my MoodleCloud Moodle. That's when I use the "import" feature.
Yes, that "copy course" is supposed to make it easier to copy a course, but when it gives you problems, use a different approach. Emma seems to know more about the "copy course" than I do, so follow her advice.
