I am unsure what version of Moodle you are using. In Moodle 4.3, I go into the course and pick " course reuse " from the More menu item, pick "course reuse." Then, I pick "Backup" and make a backup copy. I then Import the backup.
Yes, I see a "copy course" option, but I have never used it. Perhaps it's because I am more comfortable with the old way of copying a course. 🤔
