Hi Mary (we are using moodle 3.11 right now)
It does work when performing the backup-restore manually in Moodle. But when doing it via our external system, using moodle API, the permissions get restored to default. And we cannot find any settings (like restore | restore_general_permissions) in the API commands at https://wimski.org/api/3.8/d5/d0a/group__core__backup.html
