Prevent restore INTO specific courses

Is there a way to allow a Teacher to make a backup file and restore that backup into another course, while preventing them from restoring into specific courses? 

I'll explain. 

1. Past course 2021
2. Present course 2022
3. Future course 2023

I want to allow a Teacher to make a backup and restore of 1) Past course 2021 OR 2) Present course 2022 (either one of them) into 3) Future course 2023 but NOT into 1) Past course 2021

The reason is to prevent them from losing the content of the Past course 2021, which must be kept for data retention purposes.
