Not sure what's happening ... but ...
The backup is from what version of Moodle? Inspecting moodle_backup.xml in un-compressed .mbz will tell ya.
Also, the courses do exist ... right? What's the allowed enrollments in those courses?
Can you see the new users via direct query of DB ... mdl_user table?
