Yes and no ... the second error listed occured first - according to the date/time stamp.  And it referes to the conversion process not attempting to convert the admin block that was in the 1.9 course.  Have discovered that almost any block from a 1.9 backup won't be restored to a 2.x - including HTML blocks.  That, I think, is 'normal'.  If check your moodledata/temp/backup folder and any non-0 byte .log file found there, you might see the same thing listed.  Did you check that folder?

The first error ... Googleing for: http://bit.ly/ZBEJPS you'll see the causes are many.  Wonder if the restore.php file is a complete file ... ie, it was transfered to the server without glitch or hitch.

Aside from that, wonder if hosting provider is allowing enough resources to Moodle 2.4 to convert a 1.9 course.  If running over those caps, service provider would simply kill the script and not allow it to overrun.  What are caps on the service package you have?  And, will ask again ... is your site on a shared system or on a dedicated system?
