For the teachers, just set up automated backups and have them stored in the course area. That way the teachers have access to them when they want them.
Another option might be to set up a web accessible folder somewhere on another server and then have automated backups backup there. This might be a little trickier to set up and security might be an issue as you cannot put it on the server that the moodle site is on so it would about have to be wide open to the web. However, if it were on a server in your network, I would imagine that you could limit access to coming only from the ip address of your moodle site.
