It appears that you already have the code located at /home3/hira/public_html/
If one goes to http://4gcloudslc.com one sees a moodle. It functions so moodledata
must be somewhere not shown in screen snaps.
Check the version.php file at /home3/hira/public_html/ to see what version of Moodle it is.
These sites with the same provider? You might have to check customer FAQ's/KB or even send a trouble ticket with the 4gcloudslc.com instance as not all providers
do things the same way when it comes to location of moodledata and granting access
to moodledata.
So what are we really trying to do? Migrate a site to another host (domain) *and* upgrade to higher version at same time?
Or are we just trying to *move* the site from one hosting provider to another changing the DNS?
If just moving ...
need to copy the moodledata directory to new site ... /home3/hira/ IF the two sites do things the same way with a data directory outside of public_html. public_html is your document root ... really don't need subdirectories/folders for moodle code located there.
