Thanks, Emma. I have tried these tips, but I am still experiencing the same problems with not being able to edit activities nor viewing images that had been uploaded in the old environment.
1. These images were uploaded to the courses in Moodle 2.6. I have copied over these folders as part of the migration so these images should exist in the new location. The path to the image is 
. It is not a physical location, so I am not sure how to track this down.
2. The permissions are recursively 755 in moodledata and moodle folders, so anyone should be able to view the uploaded image if it exists.
3. Purged cache, but still the uploaded images do not display in the new environment.
The core Moodle images and template images have always displayed fine, just not the ones that were uploaded as part of the course description to the original Moodle site.
