There have been some issues reported lately related to restores and inclusion of test banks. From what I can gather, even though a course has only 1 or 2 quizzes in it (thus a 'small course' backup) the backup included the entire test bank. Thus one was restoring the entire test bank or the restore process had to sort though the test bank in the backup and compare with the test bank that existed. But that's a guess.
Keep digging into errors/logs there might be yet another little tweak yet discovered.
Bottom line ... it appears that what's 'normal' for one isn't 'normal' for another. ;)
