Course has 1 topic yet Backup lists 18 topics

I have a course which is set in the course settings 

Number of sections = 1

There is only content in one topic and when you turn on editing there is only one topic.

However, when I click backup I am presented with one topic and its content and 17 blank topics to backup.

My only thought is when this course was created the default number of topics was 18. 

Is there any way of have the number of topics to backup match the number of topics with content?
