I am helping a customer with the same issue. Their php.ini settings file was defaulted to time out scripts in 5 minutes but most courses take 20+ minutes to restore now. I updated the (max_execution_time =1800) in the php.ini and the courses will complete their restore properly if you wait long enough. We had issues where uncomplete courses looked restored if you refreshed the page after the progress bar was at 99.6% or so but some links to quizzes, assignements, etc had a URL pattern like: $@QUIZVIEWBYID*$2@$ inplace of the ID. Allowing the course restore to run completely solved those issues for us but I am still looking for a way to speed up the restore.
Also we are restoring courses from Moodle 2.6 into Moodle 2.7
