That may be the case Helen, but the number of questions in this forum alone relating to errors in restoration of courses is quite disturbing. I do understand the complexities of the restoration processes are beyond my knowledge, but the reality is that there is a huge demand for user data to be restored to maintain a historical continuity and other reasons. Would that not create an ethical obligation for Moodle to generate a method for meeting that demand?  It may be that User data does not need to be transferred to a new v2.x Moodle, but the current process means that a v1.9.xx has to be maintained or massive and uneconomical intervention occurs to access that data. It may very well end up that individual User data is backed up to a flat file that can be printed or easily referred to in a text editor. There has to be some way or retaining that information without the necessity of maintaining a v1.9.xx just for referral to older User data. Yes, that data will become obsolete, but in Oz we have a statutory requirement to maintain that data in an accessible format for decades. This may not be possible with changes in technology, as programs fall into disuse. We cannot print it all out and store the printed material, it has to be done as part of our strategic and critical data retention processes, ie. electronically. Simple formatted data has a greater chance at longer term storage than specifically formated data.
