The plugin only save teacher time and copy backup courses from old Moodle 19 system into new Moodle 2+ systems. "Under the hood". So the teacher does not need to backup the course on a Moodle 19 system and download it and the upload it to the new Moodle 2+ system. Backups are copied on the network between servers.
