Remove Overwrite Course Configuration Ability?

Hello-

We are a Moodle 2.3 site hosted by Moodlerooms and using ILP to connect our student information system.  As a result we would like the ability to keep an instructor from choosing Yes in the Overwrite Course Configuration dropdown in the restore process.   (This disrupts the ILP / Conduit connection).

I sought first to hide the option using CSS but could not find the appropriate div or id.  I then wondered if a permission existed.  Has anyone successfully done this who could lend their expertise?
