My database has similar rows as well. There are 6 of them in my case. All rows have "timecreated" filled in, "timemodified" has 0 for those 6. Interesting column is "purpose", where those 6 have value 70. According other rows, it looks like those are manual backups or restore of "itemid" course/activity. I have recognized some manual backups I have done recently, all successful.
I think these 6 are some failed backups, that users tried to create, but failed for some reason or aborted. In my case these 6 rows/backup have "timecreated" somewhere between October 5 and 21, which is way shorter than missing notification (since August).
Tomorrow I have announced maintenance. I'll try to remove those 6 rows and after Sunday's backup will see the result.
