Recycle bin part of course backup?

I've hunted and hunted for what I assume is a yes or no answer, but I'm finding more introduction to the course recycle bin materials. An instructor deleted a bunch of modules, the course backed up, then the recycle bin retention period (locked by our host) passed. I have the backups, but don't see anything about the missing modules or recycle bin in the backup xml.

I'm not sure about the deletion process within the database. Our host assures we can get grades from the database, but we're hoping to get activity, like posts and assignment submissions, to maintain program approval.
