Realized.
This is because of sessions locking. The user started course backup is locked and can't do anything until backup ends. Don't affect to other users.
The problem can be fixed from 3.9 (not tested) using "enable_read_only_sessions" as described here: https://docs.moodle.org/405/en/Session_handling
