I have discovered that the course backup and restore does not retain the Administrator's criteria selections.
I have created Tracker, MDL-83086 to document the issue - if you run into this issue please vote the Tracker up.
When I create a course backup, I will deselect course activities that we need the students to retain on.
The course backup view acknowledgement view displays the course activities will not copy the student's completion status for those activities.
The restore acknowledgement view displays the completion status was not copied for those course activities.
The Course Activity Completion view displays all deselected activities were retained into the restored course.
