Hello,
I just tried creating an assignment, editing the permissions for mod/assign:grade, then backing up and restoring the course. The assignment was restored with the same permissions edit.
I assume for it to work, you need to include user role assignments in the backup and have the same user roles in the backed up and restored courses.
