What about site settings, additional plug-ins and their settings?
For courses, candidate history and grades full Course backup and Course restore might work half-way. As you've already noted, certain users will end up with two accounts. The additional plug-in Merge user accounts might help.
These things can not be answered with 100% accuracy. You have to experiment with yet another experimental server.
