No idea really as moodledata/filedir/ IS NOT the location you are saving to - which usually has very liberal permissions.    Accoding to what you have shared that designated directory is outside of moodledum and in /dir/set/

What are ownerships/permissions on that directory?

Have any extra protections for web service ... like a WAF or Selinux turned on?

 

Since those are in a directory outside of moodledata/filedir/ on can safely/manually remove the backups that should not be there.  Thus re-claiming approx. 63Gig of free space!

Then keep an eye on the process to see if it starts acting right!

Could be related tables are confused! :|
