I tried using the user private course backup files first and restoring from there, no change. However, I did find our $CFG->backuptempdir commented out, and it clearly states that it must be shared by all cluster nodes, and glancing through the code I do see references to that setting in some restore functions. I'm going to try setting that to shared storage.
