I did not resolve this. Had to restore via cli for that course. Restore failed for admin and as teacher. Most other courses finished restoring within one or two minutes. For admin you can go thru Site Admin > Courses to restore but I usually start from Site Home and use the gear and select Restore either as admin or as teacher. I am using version 3.11 and Boost theme.
Since you restore fine with admin login, could there be a space limit setting for teachers? My problem is, likely, not with login but with the specific course.
