One cannot assume that upgrading ... PHP + Moodle to latest will resolve an issue. Much depends upon the OS.
The gentleman that has resolved his issue did say he has a 4.0.x but didn't mention what Operating system nor what his technical folks did to downgrade libxml on his system.
Check your PM on this system.
