As a top up I tried manually creating the course in the Moodle 4 and importing the bits I needed from the other course instead of a back up and restore. Its doing exactly the same as the course restore. So import isn't working either.
I still can't get anything to show in the debug so I'm wondering if it just isn't really starting at all and is just sitting there. I don't have the asynchromous turned on.
