I was just coming back to say I found your post https://moodle.org/mod/forum/discuss.php?d=230681#p1001751 that seems to have gotten me closer to the problem. I looked into a few other options here that didn't help so I posted.
It appears to have restored properly. The only oddity is, it got to 100% on the restore and the browser tab spun for a while longer before stopping. No message about completing and link to go to the course. Would this have to do with the setting wait_timeout suggested from another posted referenced in the above post? I see my.ini doesn't have wait_timeout included.
