Course import prevent specific plugin (Questionnaire)

I hope I'm in the right place, maybe the solution applies to any plugin.

In my institute Teachers use the functionality to duplicate previous courses.

As an administrator I want to prevent teachers from importing specifically any activity of questionnaire. But they can import the rest of the course content or whatever they need. Just deny the possibility to them to duplicate this specific plugin

Can i do it from admin panel? i Think about deleting the plugin backup folder of the plugin.
