Hi Dan,

A transfer of this size will not be an easy one. Our past experience, we simply migrated the entire site, it is much easier and faster to do, but if you can only do it this way, here are my suggestions.

Step 1: Transfer the users
Step 2: Re-create and d8uplicate the exact cohorts on your new site, this is probably why you are getting errors, you are trying to restore a method that will not sync.
Step 3: Backup the entire course.
Step 4: Perform the restore with all information and enrolment methods.

Things to keep in mind with a transfer like this:
The site version cannot be too far apart.
The plugins need to match to ensure compatibility
Any custom enrolment method will need to be replicated.
