I agree that it is a wacko design indeed! Backups should not be deleted even when the course is deleted.
I also wish that destructive operations would have a bigger warning such as a huge red bold text that would separate it from other procedures. It's too easy to destroy a backup.
We're on 3.9.3 when this happened.
We tried the suggestion above but we couldn't retrieve anything.
