Success! In my case here's my guess at what fixed the issue:
- I took your recommendation to change the recycle bin settings
- I reset the automated backup settings through truncating the various backup tables you suggested earlier
- Re-setup the automated backups with the settings I wanted and in the spot I wanted them
- Let it run at 3:30 am so it would be done at the least active time of the server
