Whether 400 MB is big depends on the kind of web hosting service you have. Yes, if those two sites are hosted in two different shared web hosting services which can not exchange files, then 400 MB is a lot.
I can't think of any other solution than uploading to the new web hoster via FTP. You are lucky to have Moodle 1.9. Just upload the file into wwwdata/courseid and it will be visible in the Moodle course with courseid. (In Moodle 2.x you have to follow http://docs.moodle.org/en/File_system_repository ).
