Am guessing, but sounds like your Moodle server is remotely hosted with some provider and you are trying to use your local machines access to Google Drive ... path something like C:\blah.
Is that right?
It is possible to install Google File System on a Linux server in order to mount a Google Bucket which acts like a Moodle File System Repo and one could install on local computer a commercial product called 'ExpanDrive' which would give you an interface into the same Google Bucket.
So maybe a little more accurate description of actual setup is in order.
