Thanks Ken for looking. This is not about the blocks but the course image which is part of the course settings (and shows up on the dashboard).
I did some further testing:
- restore into a new course the image comes along
- restore into an existing course
- if you delete contents AND pick "overwrite course configuration" (though you can not select the names or date to change) the image comes along
- otherwise no image
It seems the image is part of the course configuration which makes sense since it is on the course settings page.
