Sorry, I didn't read the whole thread. If the problem is that you can not download anything bigger than 38 MB in your browser (or the Moodle) you should solve that problem. These work-arounds take you in rounds! I have never seen something like that and have no ideas of what it could be (other than some security setup in the server, in which case the sysadmin should look in to it).

If you are already familiar with FileZilla and your Moodle server allows your (S)FTP access, that is a better solution. (I gave the reasons earlier.) The missing part is, FileZilla should not mess up the "filedir" which is critical for Moodle to function properly. And even if you are carefull, you won't find those files, see for example And WHERE do the moodle backup files go? - well, unless your name is Ken.

The solution is to confiigure the _automated_ course backups, as James explained, and make the target for those backups something outside moodledata and is visible in FileZilla. Your Moodle sysadmin must help you in this.
