The change I made on posting was less of a change and more of fixing a mistake I made in step 5; I did not recursively change the permissions of moodledata. It otherwise appears that these steps work for building a development copy of a live server without in anyway disrupting the live server.
As for the migration documentation, I don't believe I saw that particular piece of documentation, but that is basically what I was looking for!
