Thank you for your suggestion. I also reviewed documentation on restoring a course. Neither of those documents made any mention of issues with restoring courses that use external question banks.
Since we're experiencing this problem on our test site which is using a newer version of moodle (3.6, not 3.7 as I said in my original post) I was wondering if something has changed in how Moodle deals with shared question banks.
For now, we are working around the problem.
