So you are planning to build a new moodle site and then import the courses from 2.3? The documentation does claim you can do that - it is 2.2 or older that need upgraded first so you should be ok. That being said, I have not actually tried it myself! I would feel better if the original site was at 2.8 or later as there was a huge gradebook change in 2.8 and that might affect grades...
