Consulted https://docs.moodle.org/22/en/File_upload_size#Modifying_the_IIS_7.0.2F7.5_configuration_.28Windows_Server_2008.2C_Windows_Server_2008_R2.29 and had to do a bit of digging in the server, but finally found the settings. This fixed my problem.
