The Moodle 1.9 backup files contains all required data to be restored into Moodle 2.x or 3.x.The feature which is really missing from 2.x or 3.x is to handle the Moodle 1.9 backup format.
I tried the following course restore situations:

We would especially need the following content to be restored into Moodle 2.x and 3.x.

- Include comments
- Include calendar events
- Include course logs

- Include groups and groupings
It is really shame, that Moodle 3.1.1 is still not capable to understand backup format of 1.9.
There are situations, when this would be important.
