Restore never opens all the way

Using Moodle 2.3.2 (brand new fresh install)

When I click on restore the new pages starts to open, but under import a backup file, the spinning circular icon keeps spinning forever.  If I click on "manage back files" the next page does the same thing.

Any ideas?      I tried to do a search in the forums, but maybe I am using the wrong terms.
