Common Cartridge Format Issue

Hello all,

I'm attempting to import courses in to Moodle using Common Cartridge 1.1 format. When I do so, the course structure seems to match what I imported, but when I click on an activity Moodle says that the file wasn't found.

The files in the package are web links, which should point to another site where our content is hosted. I've attached an example of the format we have produced, which according to the CC validator is valid.

I'm currently trying to trace through the code to see what exactly is going on. Any and all help would be appreciated.
