Update/More information:
I backed up the first week's activities. I restored them into a brand new course with one exception. I tried to restore one of the quizzes and I got the exact same error. I assume the problem lies with quizzes in particular.
I would prefer to be able to backup and restore quizzes to the alternative. The alternative would be to try to backup and restore courses without the quizzes attached. Not sure if this would even work.
